Bed bug questions: the health department
The Toledo-Lucas County Health Department’s bed bug handout says: “If you have any questions or concerns regarding bed bugs please contact the Toledo-Lucas County Health Department Environmental Health Division at 419-213-4100 ext. 3.” The department is at 635 N. Erie St.; its housing page says it “will inspect issues affecting the public’s health” and carries an online complaint form with the categories Rats, Housing and Other. The handouts themselves do not say whether the department inspects rental units for bed bugs on a tenant complaint; ask when you call, and note the date and the answer.
Property maintenance: the City
The City of Toledo’s Code Compliance office enforces “health and safety regulations as it pertains to property maintenance and zoning codes in the City of Toledo” (419-245-1400). Its published list of common violations covers heating (“must be able to maintain 65 degrees at all times”), structure and exterior items; it lists no pest item.
What we could not verify
The Toledo Municipal Code is published on a platform we could not read for this page, so we do not say what it requires of owners or occupants about infestation, or whether it uses the words “bed bug.” Any website that tells you “Toledo code requires the landlord to treat within X days” should be able to show you the chapter number; ask for it. A practical note for the careful: the City of Toledo, Ohio’s code site is not the one that comes up first in search — that is Toledo, Oregon.
